[$50] 404 in email preferences for new users

Describe the bug
If there are no email preferences saved yet, the page throws 404.

To Reproduce
Steps to reproduce the behavior:

1. Login with thomas.test1/topcoder123 (or create a new user)
2. Go to https://community-app.topcoder-dev.com/settings/preferences
3. See error

Expected behavior
The page should load without issues.
