Cannot download submission from the main site

Describe the bug
I cannot download my submission from this challenge https://www.topcoder.com/challenges/30082423 from the main site. The main site redirects me to OR which then says that my submission was deleted (see screenshot below).

Downloading the submission from OR works though.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://www.topcoder.com/challenges/30082423/my-submissions
2. Click on the download button
3. See error

Expected behavior
I should be able to download my submission.

• The URL that throws this error in OR is https://software.topcoder.com/review/actions/DownloadContestSubmission?uid=279786
• The submission ID is 279786
• The link to download the submission from OR is https://software.topcoder.com/review/actions/DownloadContestSubmission?uid=397344

Note that the download link using the correct submission ID is not working while the download link from OR which has a different submission ID works fine.
