[$20] There is no 'Add link' button for adding a new external link on desktop

Describe the bug
If the user wants to add an external link to his account on desktop, he finds an unexpected behavior, as there is no 'Add link' button for adding a new external link on desktop, as there is one on mobile, and throughout the whole system.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://www.topcoder.com/settings/account'
2. Click on 'Linked Account'
3. Scroll down to 'Add a new external link'
4. See error

Expected behavior
There should be a button to add the link instead of just pressing enter.

It works by pressing the Enter key but indeed that's not very obvious... We need to add an Add button
