[$80] Tablet portrait layout follows mobile layout on iPad

Describe the bug
If I turn the device into portrait mode, the mobile layout will be displayed, however, the landscape style would be adequate (according to the original designs as well). The mobile portrait view seems too stretched out for the iPad. The iPad portrait screen is large enough to use the same layout as it uses in landscape view.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://www.topcoder.com/settings/profile'
2. Turn the device in portrait mode
3. See error

Expected behavior
The iPad portrait screen should use the same layout as it uses in landscape view.

Since we now have a more compact way to display the settings page, we should update the breakpoints to render the tablet (collapsed sidebar) view on tablet portrait + landscape
