[$20] Inadequate error message at changing my e-mail when e-mail is empty

Describe the bug
When i try to change my e-mail, but leave the new e-mail textbox empty, and try to save it, what I get is not an error message, but just a message, that says that my e-mail is not valid, however, it is not invalid, but empty. This message should be the same as the other field error messages.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://www.topcoder-dev.com/settings/account'
2. Click on 'Change Email'
3. Without entering a new e-mail address click on 'Send Verification Email'
4. See error

Expected behavior
The Send Verification E-mail button should be disabled until a valid value is given.
