JIRA PLAT-950 & PLAT-951

Attempting to activate a legacy challenge created using v5 challenge API fails and the challenge state in Work Manager reverts back to `draft`- this happens when the challenge is created using invalid challenge timeline template. The Api endpoints used to create and update challenge timeline templates are broken and needs to be fixed to correct the challenge timeline templates
