[$20] Remove legacy.reviewType from being required on create

Post /v5/challenges requires legacy.reviewType be set. Please remove this requirement (and from Update if it's also required). If it's not passed in, default it by using a constant just like CONFIDENTIALITY_TYPE, setting the default to Internal. Update the swagger to show that the types can be: COMMUNITY, INTERNAL
