Review resouceBooking Statuses #64

Description
Need to review the status values on resourceBooking and map more effectively to the business.
Current state does not allow POST to update status, and defaults to Sourcing which is a value we won't be using since RB isn't created until sourcing is complete.
Need status values for:
- Active/Open
- Completed
- Cancelled
- re-assigned???
TODO:
- Discuss w/ Cards & Sumit to understand how these statuses will affect finance ops
- Review current logic dependent on this value
