[$50] When 3 interview rounds are scheduled UI still shows schdule another interview

Steps

• Select 'Schedule interview' action from CANDIDATES TO REVIEW page for a candidate who has 3 interview rounds scheduled. example candidate here
• Click Actions drop down and select 'Schedule another interview'
• Proceed and confirm

API throws an error saying all 3 rounds are completed

Sum up:
When 3 round of interview for Job Candidate has been already scheduled, then:

• disable option to schedule one more interview (make it gray color)
• when user hover mouse on this option, show tooltip which says You've reached the maximum allowed number (3) of interviews for this candidate.
• we already have a Tooltip component which must be reused

• HINT: we already implemented action menu with tooltip in TaaS Admin App (screenshot and source code). You may update ActionMenu in TaaS from there, but make sure, nothing is broken in TaaS App.
