Jobs showing "Assigned" when open positions still exist.

In situations with multiple openings, once someone is placed, the UI stops showing the Review Candidates button.

@wdprice hmm, I cannot reproduce this via testing on DEV. So I guess this is a side effect of something else, it looks like it's not caused by the automation logic we have in API.

@nkumar-topcoder I guess only you could help us. Can we check the log on PROD on all the actions which were called for this job. I wonder who or what changed the status for this job to assigned.

Or maybe someone increased the number of the opened position after assigning one resource.

I created every record in this as part of a demo. Nothing changed after assignment.
