"Press Inquiries" not responding. Throwing "unsupported protocol" error.

Steps to Reproduce:

1. Navigate to the link: https://www.topcoder.com/resources/
2. Click " Press Inquires"

Actual Result: On clicking any of the articles it fails to load the required article webpage, throwing error - "This site can’t provide a secure connectiongo.topcoder.com uses an unsupported protocol.
ERR_SSL_VERSION_OR_CIPHER_MISMATCH"

Expected Result: Required should open, providing secure connection and supported protocol. Or a small message should be relayed to the users.
