Functional bug: The notification settings button in find the talent page has no action on clicking it.

Steps to reproduce:
1)Go to https://www.topcoder.com/
2)Click on how it works link
3)Click on hire freelancers.
4)A dialog box appears with seconds count down.
5)Leave the seconds to complete and you will be directed to the page to create teams: https://platform.topcoder.com/taas/createnewteam
6) Click on the bell shaped notifications logo in the header of the page.
7) The notifications dialog box appears.
8) In the notification dialog box, click on the button named notifications settings.
9) No action appears on clicking that button.

Actual Result:

Expected Result:
Some actions like settings options or priority settings or even a info that displays "teams need to be formed" can be displayed instead of leaving it without any action.

Just make sure the issue is reproducible by following your own steps on an incognito window. If the user has to be logged in, you can state it in your steps or you can have a section called 'Pre-requisite' right above the 'Steps to reproduce' section and state any pre-requisite needed before starting to follow the steps to reproduce section. In this case, Pre-requisite would be 'User should be logged in to www.topcoder.com'
