Functional Bug : Dropdown up arrow issue

Steps to Reproduce:
1.Go to https://www.topcoder.com/how-it-works/
2. Scroll down to 'ON-DEMAND TALENT TO HELP EVERY ROLE ACHIEVE THEIR GOALS'. Expand 'HEAD OF/PRINCIPAL ENGINEER' by clicking down-arrow.

Actual:

1. Up-arrow for shrinking dropdown is not working.
   

Expected:
Up arrow should shrink the expanded dropdown.
