UX / Usability Bug - Button on Payments screen serves no purpose, only the username

Steps to Reproduce:

1. Navigate to https://community.topcoder.com/PactsMemberServlet?module=PaymentHistory&full_list=false
2. Make the page half width
3. Attempt clicking on the top right username button at the top of the screen

Actual Result:
Nothing happens. At this current time, the element serves no purpose.

Expected Result:
Either to include the username to display the options in the screenshot or extend the options in the screenshot from hovering/clicking on the button at the top right corner of the screen:
