2. Scroll down to end of the page.
3. Click on TAKE ME THERE.

Bug type: Functional Bug

Actual Result: On clicking on TAKE ME THERE it redirects the user to the top of the page(https://go.topcoder.com/programs)

Expected Result: Should take the user to https://go.topcoder.com/programs page.
