Cancelled Challenge Is generating payments for Copilots and Specification Reviewers

Cchallenge should not generate PACTs payments for Copilots, Specification Reviewer etc.
Payments should only be generated for reviewers.

I suspect this is occurring when a challenge is reposted for specific status especially zero submissions. Can you try that scenario to see if that produces the error ?
