[$20] Empty Test case is displayed during Challenge Phase

1. Go to https://qa.arena.topcoder.com/ and login with valid user details
2. During challenge phase, being User1, challenge the code of any other user
3. In the process of challenging, observe the first test case displayed in the Challenge Test panel

Actual:
It displays a Test case without any info in it. Please watch the video especially at the time of 1:06

Expected:

Challenge test case should not have an empty test case.

Just a note: This issue is not a duplicate of this issue: #299

Issue299 is about the custom test case being empty and this issue is about the test case being empty in Challenge phase.

@huangqun i think this is a feature not a bug. when challenging somebody you will want to add your own test case so it adds an empty test case in the beginning
