[missing documentation] Documenting common console options

The Application class provides a few options available for all commands (and the FrameworkBundle extended class provides a few more). they should be documented in the doc.

The most important one is probably --help as knowing it allow to see other options.

My last sentence is wrong. Global options are not displayed by the help of the command but only when calling the help for the application itself (calling app/console help without a command name)

Closing this - we have a usage doc in the console component and a usage doc in the cookbook with the framework-specific options.
