Clarification of Console component, framework entry-points

This originated from #1079, where certain framework-related things were removed from the console component. But, more work needs to be done:

• The Creating a basic Command immediately starts into a Symfony2 framework context
• Anything that's framework-related that is removed needs to be added back in some other way. For example, there may be a cookbook article that augments this article in certain ways related to the framework.

On the second point, keeping the documentation coherent, without mixing "framework" things in the component documentation will be a bit difficult - we'll have to try things out and see how they work.
