When there is an empty database, an elasticsearch error is propagated

Upon ingestion of the first item, the ES indices are created. If the API is hit before that, an ES error propagates back to the client. While that's not a big deal in terms of functionality, it is important when new users are following the instructions on how to run the db and just want to validate that it's running correctly.
