Update release notes settings to exclude duplicates

In the last release, the Add LdapClient ticket was listed twice. This is because one is the issue and one is the PR.

It would be better if release-notes-sections.yml were configured to ignore tickets marked as status: duplicate so that these duplicate listings are not generated.
