Migrate existing AnnotationUtils and AnnotatedElementUtils to use new MergedAnnotations API

Rather than having two different implementations for managing merged annotations, we should consider migrating our existing AnnotationUtils and AnnotatedElementUtils classes to the MergedAnnotations API being developed in #21697
