Expose AspectJ 1.9(.1) in Maven POMs [SPR-16780]

While Spring Framework 5.0.x keeps exposing AspectJ 1.8.13 in its Maven POMs, just using AspectJ 1.9 for JDK 9 compatibility in the framework build, we can fully upgrade to AspectJ 1.9 in Spring Framework 5.1... in particular with AspectJ 1.9.1 being available now.
