Fix bug in RedisCommand.requiresArguments()

`RedisCommand.requiresArgument()` makes an [incorrect evaluation](https://github.com/spring-projects/spring-data-redis/blob/3.2.0-M1/src/main/java/org/springframework/data/redis/core/RedisCommand.java#L284) of whether the Redis command requires arguments.
