Add PartTree and declared parameters validation [DATACMNS-1489]

Follow-up from DATAJPA-1182: It would make sense to provide a common validation utility for PartTree-based queries for eager validation of declared parameters.

We should also consider store-specifics, (e.g. Between keyword accepts either a Range or two parameters) and potentially tie the rules to the Part Type
