Use Maven Central for release downloads in CLI installation documentation

The documentation for manual CLI installation has links to https://repo.spring.io/release for downloading released version of the Spring Boot CLI. Releases should be downloaded from Maven Central instead.

Milestone and Release Candidate version should continue to be downloaded from https://repo.spring.io/milestone.
