Incorrect Section Highlighted in TOC When Near End Of Page

Bug Description
When navigating using the TOC and selecting sections near the end of the page, the wrong section is highlighted.

In the video, I have a slightly modified version of the default example. I have shortened the errors section. You will notice clicking "Delete a Specific Kitten" causes the "Errors" section to be highlighted.
