Possible issue with collect-only package printing on Windows

Microsoft found this issue: microsoft/vscode-python#12372 , which they say is caused by https://github.com/pytest-dev/py/issues/245
I'm going to do what Microsoft did and pin py to 1.8.1 when the sys platform is "win32".
