There are many competing ways to parse things. FromString is tailored for command-line parsing. As such we should not expose it with a general name like scala.util.FromString. Instead, we move it inside CommandLineParser to make it clear that it is meant for command-line parsing.

Please stick to these guidelines for commit messages:

  1. Separate subject from body with a blank line
  2. When fixing an issue, start your commit message with Fix #<ISSUE-NBR>:
  3. Limit the subject line to 72 characters
  4. Capitalize the subject line
  5. Do not end the subject line with a period
  6. Use the imperative mood in the subject line ("Add" instead of "Added")
  7. Wrap the body at 80 characters
  8. Use the body to explain what and why vs. how

The expect file of SemanticDB tests needs an update. Otherwise LGTM

idempotency test timed out in windows ci - its usually pretty flaky, should this merge? - or do we need to put a deprecated type alias

Well this time the Windows bootstrapped build passed, but the community build job refused to even start ...

I restarted the CI runner which was stuck, restarting this job too and hopefully it'll work now.
