After this change has been merged, the jenkins CI should be able to handle publishing snapshots to sonatype as well as nightly releases when the time comes. The commit also adds a phantom project "scala-library" that simply depends on the correct scala-library, which solves issues with
sbt-dottyand simplifies thedotty-example-project
