Factor out `ConsumeTasty` into it's own project

The idea is to have a library that users can depend on (instead of the compiler itself). It will be similar to the changes done in #7080 when we created the dotty-staging library. We should probably rename ConsumeTasty to something more meaningful at this point.

We also need to factor out the code in QuoteDriver.scala#L75 and ConsumeTasty.scala#L36. QuoteDriver has a better implementation.
