Add testing infrastructure for Java 10+

We currently run our test on Java 8 only

The alpine distribution we use for our Docker image does not currently have packages for Java 9+. Maybe Java 11 in the future: docker-library/openjdk#211.

We could also use a different base for our Docker image

I suggest just using the latest Ubuntu release.
