Use `sbt/setup-sbt` in the CI

GitHub started to rollout ubuntu 24.04 as ubuntu-latest (See actions/runner-images#10636).
That version will not include sbt by default (see @eed3si9n blog post)

• Add https://github.com/sbt/setup-sbt in all the jobs that requires sbt, and uses ubuntu-latest
