3.5.0-RC2 Release procedure

• Publish 3.5.0-RC2 artifacts to Maven via CI
  • On release-3.5.0 branch:
    • In changelogs add file with a changelog
    • In Build.scala: Set baseVersion to 3.5.0-RC2
    • Tag the branch as 3.5.0-RC2
    • CI Build
• Wait for confirmation from tooling:
  • Metals
  • Scala CLI (@Gedochao)
  • Scala Native (@WojciechMazur)
  • Scastie (@rochala)
  • Scala DAP (@adpi2)
• Announce the releases
  • Make GitHub releases public
  • Update the 3.5.0 tracking thread

It seems 3.5.0-RC2 still depends on stdlib 2.13.12, not 2.13.14. See https://mvnrepository.com/artifact/org.scala-lang/scala3-library_3/3.5.0-RC2 Compile Dependencies:

There are several significant issues fixed in 2.13.14 libraries compared to 2.13.12

We might need to release an RC3, if so it would also include the Scala 2 dependency upgrade. Otherwise upgrade would be delayed until 3.6 (work on it starts in the upcoming development cycle)
