Yes, I agree that's true. A release needs an api jar. I figured a 2.0 release of scala-xml is months away and a fix in sbt is also probably also a ways off, so no reason not to break the log jam for now. |

I guess we can also just disable Coursier, see #355 which seems like a better alternative. |
