Prerequisites and their setup is not documented

The guide for [building rustc](https://rustc-dev-guide.rust-lang.org/building/how-to-build-and-run.html) does not list prerequisites.

To my reading, those are:
* python
* a C compiler toolchain
* cmake
* rustc
