Add a test for ctypes to verify the sizes of machine-specific types

Ctypes is no longer, and the types in core::libc are (quasi-)automatically extracted from platform constants. We could reopen this when and if we have clang integration or something; otherwise it'll just be one build-system hack instead of another.
