LICENSE refers to non-existing LEGAL file

We're investigating the possibility of distributing RDoc with RubyMine. The LICENSE file says that we may be allowed to do that, but some unspecified files in the distribution may be covered by some other terms, allegedly specified in the LEGAL file. There is no such file in the distribution.

Please provide the exact and complete distribution terms for all files, or remove the reference to the LEGAL file if it's in fact outdated.

I believe that is referring to the legal file in ruby itself, since that was the origination of rdoc. We will get that cleaned up regardless. Just know it is fine to bundle in rubymine.

Unlike ruby's LEGAL, in RDoc I point to the files containing the licenses. Please reopen if you find this unacceptable.
