Fixes #ISSUE_NUMBER

Description

Fixes #3117. Deprecate Single-Machine Model Parallel Best Practices and redirect users to the bookmark of Parallelism APIs on the PyTorch Distributed Overview page. https://pytorch.org/tutorials/beginner/dist_overview.html#parallelism-apis
