Partially fixes pytorch/pytorch#68406 in the issues mentioned in the pytorch/pytorch

Added Conda installations for 1.8.1 and 1.9.0
Updated the previous_versions.md file

Err, this PR makes a bunch of mistakes, for example 1.8.1 does not support cuda-11.3 and conda-forge is not needed for installing 1.9.1

Sorry for the mistakes made. I have opened the pull request #902 fixing the mistakes.
