Unpin mypy dependency

Our pre-commit started failing with the latest release of mypy. I am temporarily pinning it in https://github.com/pymc-devs/pymc/pull/6235/commits/f66f320c796386fd1637556a0c12b7e093e63d33

We should unpin ASAP, which will involve fixing the new complaints from mypy.
