Creation of the quota tree sets `cpu` and `memory` as default resources

When creating a new quota tree at the start of MCAD the code sets quota values for cpu and memory by default (see pkg/quotaplugins/quota-forest/quota-manager/quota/utils/defaults.go: 24). Quotas should no be assumed to be anything as this is something the quota administrator decides depending on the purpose of the quota tree (e.g., quotas for licenses).
