The Quota trees CRDs should have a status

Since we are using CRD(s), we'd like to communicate to the users if those CRD(s) are in use by MCAD. We need to have the CRD status take into account that Quota subtrees are updated very often. A design and accompanied set of tasks leading to the implementation of the status updates should close this issue.
