[Quota management] quota forest evaluation

If the quota is defined as a forest then AW needs to reference every tree inside the forest. I understand this is needed for holistic comparison but I am thinking about a use case where two trees or multiple trees defined are consumed independently by AWs.  Need to evaluate if such a design is possible with the current algorithm implementation.
