Use structured configuration to configure MCAD and InstaScale

WHY

Currently, the operator relies on CLI options and CRDs for configuration. It should be moved to using structured configuration, in order to be able to embed the MCAD and InstaScale controllers, as described in project-codeflare/adr#9.

WHAT

The operator should source its configuration from a ConfigMap, and passed corresponding structured configuration to the MCAD and InstaScale controllers.

HOW

As described in project-codeflare/adr#9.

Depends on project-codeflare/multi-cluster-app-dispatcher#622 and project-codeflare/instascale#132.

To be built on top of #216.
