Fix CodeFlare Release Action branch failure

The CodeFlare Operator updates CRDs by pulling from a branch. Since the MCAD release is no longer automatically creating branches, we need to update the step to refer to tags instead of branches. If this isn't possible, we should update the mcad release job to generate a branch. The preferable solution would be to use tags.
