Concentrate common GitHub actions to the dedicated place in CodeFlare common repository.

Description of Problem the Feature Should Solve

Currently some GitHub repositories (CFO, SDK) use same GitHub composite action (create and start KinD cluster).
This is unnecessary duplication, action should be available on one place only and shared.

Create dedicated KinD composite action to be used anywhere in project CodeFlare .
