Implement a read-only API that the cfbot can use

The previous deploy to prod broke the CFBot because the CFBot uses very crude scraping of the commitfest HTML. Given we'll likely do more changes to this page soon, it would be good to have an API instead that we don't change so that we don't break the CFBot every release.

FWIW, this was already implemented once, but the cfbot wasn't interested in using it. I guess with you having taking over the cfpbot as well(?), it's more likely to work out this time. But doing this over an API would definitely be a big improvement over scraping...
