Upgrade from ESLint to Biome - it's 44x faster in this repo

Biome can parse and lint this repo much faster than ESLint (they provide migration tools), making the iterative process of improving code quality a lot more pleasant, because it brings "code-as-fast-as-you-think" real-time feedback, instead of waiting 7-8 seconds between each of hundreds of tiny tasks.

In my local test I find:
Biome: 173ms ( Checked 1207 files )
ESLint: 7.6s
