plotly_beforehover event doesn't work on 3d plots

Hi. I want to lock hover tooltip on some point. It's easy to achieve with plotly_beforehover event.

But it doesn't seem to work on 3d plots

Can't find anything related to this in issues. Also there are few mentions about this event in docs. Maybe the same effect could be achieved in another way?

Hi - we are trying to tidy up the stale issues and PRs in Plotly's public repositories so that we can focus on things that are still important to our community.
